I love the idea of using cookie cutters for carving....but as for the candles
I have found some taller LED tea lights that I use in decorating. I like to use them because I am so worried about things catching on fire from some of the "cheap" candles/tea lights out there or when the candles don't stay lite and all you are doing is going around and relighting them. These taller tea lights have a soft "fire light" glow and look like a lite and blown out votive candle. I have gotten them at The Christmas Tree Shops and I think if you look you might be able to find them in Bed Bath and Beyond as they are the parent company.
