We made ours from scandalous cover pages, banner headlines and gossip-rag graphics, but you could use maps, photos or even decorative paper and fabric.
To visualize the completed collage, lay background images on a table, place midrange images, then top with foreground images.
Apply a thin coat of matte Mod Podge to underside of table with a 1/2-inch foam brush, place top images, brush on Mod Podge and add another layer of images. Repeat layering until collage is done. Let dry.
